JOINT PRESS CONFERENCE OF CHAIRMAN, NDMA AND DIRECTOR GENERAL, PAKISTAN METROLOGICAL DEPARTMENT

ISLAMABAD, Jan 5: Pakistan Meteorological Department has 20 stations besides 15 centres of neighboring countries to accurately calculate the intensity of earthquakes. Addressing a media briefing here on Tuesday, Director General Met office Dr. Ghulam Rasool said that United States Geological Survey has only seven station in this area while Met office get reports from 35 station

including its own and neighboring countries centres and calculate average on their readings. He informed that Pakistan falls in South Asian region which has three big mountain ranges and seismic zone fault lines lies at their junction. He informed that In North there is a Eurasian plate which is still but in South there is an Indian plate which is moving making the zone more prone to receive earthquakes.

DG Met said that after October 26 earthquake with the magnitude of 8.1, almost 800 after shocks has been received so far, adding that among this 150 shocks were above the intensity of 4 magnitude while the others are minors. He further informed that after the massive earthquake of 7.6 magnitude on October 8, 2005 almost 3500 small and big after shocks were registered for several months.”Small tremors are good to release earth energy and save from big shocks”, Dr. Ghulam Rasool stated. He informed that more earthquakes received in Koh Hindu Kash Region and 80 percent of earthquakes hit Pak‑Afghan and Afghanistan‑Tajikistan border.

The Director General said that in last five years a rapid surge has been recorded in earthquake jolts as 543 received in 2011, 754 in 2012, 675 in 2013, 771 in 2014 and 851 in 2015.

Chairman National Disaster Management Authority, Major General Asghar Nawaz shared that after October 26, 2015 earthquake they called  officials of Met office, Atomic Energy Commission, NESPAC, SPARCO, Pakistan Engineering Council, Geological Survey and other related departments to analyze further situation of after shocks. He stated that they are also working to establish a monthly catalog of earthquakes on website to inform masses.

Suzuki Motors Donates Ambulances and Tents to NDMA .

Chairman NDMA, Major General Asghar Nawaz has said that support from Private Sector is an importantcomponent for entire spectrum of disaster management. He said this while meeting Mr. Kinji Saito, Global Chief  Suzuki Motors Company of Japan here in Islamabad today.

Pakistan Suzuki Motors Company as a goodwill gesture and part of its corporate social responsibility donated 20 Ambulances and 300 Tents to Pakistan in the wake of  Earthquake of 26th October, 2015.

Chairman NDMA thanked the Suzuki Company for this gesture and its generous contribution for the noble cause which will enhance the response capacity of the rescue and relief organizations. He emphasized the involvement of Private Sector in entire spectrum of Disaster Management especially disaster risk reduction measures.

Mr. Kinji Saito informed that Suzuki Company has been actively participating in the relief efforts during previous disasters in the Country and will continue to offer their assistance in times of need.

Later in a simple handing-over ceremony, Chairman NDMA, Major General Asghar Nawaz on behalf of Government of Pakistan received the Ambulances and Tents. The donated items will be further handed over to the Provincial Governments as per their priority need assessment.

NDMA Provides Tents For Rehabilitation Of Schools in Earthquake Hit Areas

Islamabad the 3rd December, 2015:

 

 

 

 

 

 

 

 

In continuation of relief efforts for the 26 October 2015 earthquake affectees, NDMA has provided a total of 1,875 tents to Khyber Pakhtunkhwa and FATA including 1,409 tents to Malakand Division in KPK. The tents provided to Malakand Division were further distributed among earthquake affected districts as per requirements i.e. 76 tents distributed in District Chitral, 581 in District Shangla, 49 in District Buner, 196 in District Swat, 129 in Lower Dir and 378 in Upper Dir. While a total of 70 tents were also handed over to local Administration of Bajaur in FATA at Saidu Sharif in Malakand Division today.

In addition a total of 396 tents were also handed over to Hazara Division Administration in KPK, by NDMA teams today. The distribution includes 16 tents for District Torghar and 380 tents for District Dassu.

On the occasion, Commissioner Malakand Division thanked NDMA for the support and assistance extended for the early recovery of the destroyed schools to facilitate the students in continuing their studies till complete rehabilitation of the school buildings.

It is to be noted that the 26th October earthquake not only caused damages to houses and other infrastructure but also fully damaged 251 schools in various earthquake hit areas of Khyber Pakhtunkwa and Federally Administered Tribal Areas.

NDMA FACILITATES MEDICAL ASSISTANCE IN TORGARH AND DASSU

Islamabad 1st December, 2015:

Sequel to the earthquake of 26 October 2015 which led to the damages and losses in the far flung areas, concerted efforts have been made to provide necessary relief and assistance to the affectees. Moreover, NDMA has coordinated with Pakistan Air-Force and Pakistan Navy for transportation of Medical Teams comprising of male and female doctors and paramedical staff to Torghar and Dasu in Hazara Division. These Medical Teams have established two medical camps and are providing necessary medical support. These teams will remain stationed in Torghar and Dasu for the next 3 to 4 days to cater for the medical requirement of the earthquake affectees.

NDMA has offered all possible assistance to all relevant DMAs if and when needed to  supplement relief and rehabilitation efforts of the earthquake affectees.

NDMA Ensures Speedy Progress in Relief & Disbursement of Compensation.Rs. 8.78 Billion Paid for Reconstruction of Damaged Houses  

Islamabad the 1st December, 2015:

 In the aftermath of earthquake on 26th October 2015, National Disaster Management Authority (NDMA) mobilized all possible rescue and relief efforts in collaboration with relevant stakeholders including Pakistan Army, Navy, Air Force, SUPARCO, NHA, PTA and USAR Teams. NDMA arranged 3 helicopters for PDMA Khyber Pakhtunkhwa to undertake for rescue/relief operations. NDMA monitoring teams were deployed in the earthquake hit areas while Chairman NDMA, Major General Asghar Nawaz also regularly visited various areas of Khyber Pakhtunkhwa, Federally Administered Tribal Areas and Gilgit Baltistan to oversee relief efforts. The Federal Government through NDMA and Provincial Governments through their respective Disaster Management Authorities (DMAs) have ensured overall provision of  (in total) 47,054 Tents, 80,088 Blankets, 12,094 Plastic Mats, 968.98 tons of Food Packs, 22,000 Tarpaulins, 14 tons of bottled water, 27 tons of medicines besides 49 Water Filtration Plants in earthquake affected areas of Khyber Pakhtunkhwa, Federally Administered Tribal Areas FATA and Gilgit Baltistan respectively.

Moreover, NDMA has coordinated with Pakistan Air-Force and Pakistan Navy for transportation of Medical Teams comprising male and female doctors and paramedical staff to Torghar and Dasu in Hazara Division. The Federal Government has released Rs. 2.5 billion to Khyber Pakhtunkhwa Government as part of payment for compensation while the tranches will be released to Azad Jammu & Kashmir, Gilgit Baltistan and Federally Administered Tribal Areas subject to completion of verification surveys.

A total of 270 out of 280 (96 %)  death cases have been compensated with a total payments of Rs. 160.95 million which includes 223 in KPK, 30 in FATA, 10 in GB, 2 in AJK and 5 in Punjab. Rs. 67.4 million have so far been disbursed among 672 out of 781 (86%) verified cases of injured which includes 603 from KPK, 143 in FATA, 17 in GB and 18 in AJK.68,911 out of 85,124 (81%) verified cases of damaged houses claims have been paid with a total of Rs. 8,782.9 million for reconstruction including 76,853 in KPK, 5,593 in FATA, 2,594 in GB, 76 in AJK and 8 in Punjab.

NDMA is continuously monitoring the relief and compensation activities and is constantly in touch with PDMAs and District Administrations to rehabilitate affectees at the earliest.

UPDATE ON RELIEF AND COMPENSATION DISTRIBUTED AMONG EARTHQUAKE AFFECTEES

Islamabad 27 November,  2015:

Following 26 October earthquake, NDMA in collaboration with all stakeholders, Pakistan Armed Forces and Disaster Management Authorities ensured all possible relief assistance through prompt response and provision of timely relief assistance for the earthquake affectees. A commendable rescue and relief operation has been conducted with a sizeable relief sent to the affected areas.

So far 47,054 tents, 80,088 blankets, 12094 plastic mats, 968.98 tons of food packs, 22,000 tarpaulins, bottled water 14 tons, 49 water filter plants,12 generator sets and 27 tons of medicines have been sent as part of national relief efforts for the earthquake affectees.

KP has provided compensation for 223 dead and 472 injured while Punjab has provided compensation for 5 dead, GB has provided compensation for 14 dead and 17 injured, FATA has provided compensation to 28 dead and 143 injured while AJ&K has provided compensation to 2 dead.

In addition compensation for damaged houses in earthquake hit areas was also initiated on immediate basis. So far, 68,411 damaged houses in KPK, 20 damaged houses in FATA, 20 damaged houses in Gilgit Baltistan and 2 damaged houses in Punjab have so far been compensated to rebuild their damaged infrastructure.

 Pakistan’s Seismic Zoning and Building codes to be revised : NDMA

Chairman NDMA, Major General Asghar Nawaz chaired a consultative conference, here in Islamabad, for discussing changing Seismic paradigm of Pakistan particularly in aftermath of 26 Oct, 2015 earthquake.

NDMA took the initiative to hold first of its kind Conference in which Pakistan’s top professionals and experts from all related departments participated to discuss the long-term road map for minimizing adverse impacts of earthquakes. Participants of the Conference opined that in recent years there is a sharp rise in number of seismic events worldwide both in terms of intensity and frequency of occurrences. Vulnerability has amplified owing to exponential population growth and rapid urbanization.

During the Conference, it was agreed that the existing seismic zoning of the Country needs to be revised  and Union Councils of all highly vulnerable seismic regions need to be included in the revised zoning atlas. It was also decided that revision of building codes is required to cover complete spectrum of buildings for both urban and rural areas so that a coherent approach is adopted for planning and to ensure synchronous efforts of all concerned stakeholders. A Subcommittee was formed for stock keeping of seismic studies, gap analysis and identifications of capacity shortfalls. The Subcommittee will submit its recommendation in two weeks’ time for planning a comprehensive Action Plan.

NDMA SENDS TEAM OF RESCUERS IN SOUTH ASIAN ANNUAL DISASTER MANAGEMENT EXERCISE.

Islamabad 20 November, 2015:

A ten member team of Disaster Managers headed by Brigadier (Retired) Sajid Naeem of NDMA and selected members of Urban Search and Rescue Teams of RESCUE 1122 Punjab & CDA will be leaving for New Delhi India to take part in a South Asian Annual Disaster Management Exercise planned from 23-26 November 2015. NDMA is coordinating the visit of the Team and it is pertinent to mention that the Urban Search and Rescue Team were raised, trained and equipped through concerted efforts of NDMA after Earthquake 2005.

The objectives of this Exercise are to provide an opportunity to the SAARC Countries to get a first and knowledge and practical experience of best practices, strengthen existing systems of regional cooperation and sequel to the SAADMEX-2015 firm up recommendations for strengthening regional response and coordination for disaster management in the Region. This Exercise is envisaged to become an annual Event in future and will be co-hosted by other SAARC Countries.

Chairman NDMA Visits Gilgit-Baltistan to oversee earthquake relief and compensation activities

Islamabad the 18th November 2015:

Chairman NDMA, Major General Asghar Nawaz undertook a two days visit to Gilgit-Baltistan (GB) from 17-18 November 2015, to oversee the relief activities and expedite the compensation process to genuine affectees of the 26th Oct, 2015 earthquake.

During his visit, the Chairman was given briefing by Director General, Gilgit-Baltistan Disaster Management Authority on the ongoing relief & rehabilitation efforts and measures being undertaken to ensure all possible assistance to the affectees. Chief Minister GB Hafiz Hafiz-ur-Rehman along with Chairman NDMA visited District Ghizer and distributed cheques and relief goods including blankets among the affected families of Tehsil Phunder.

The Chief Minister of Gilgit-Baltistan gave an overwhelming appreciation to NDMA for its prompt response and sustained support to Gilgit-Baltistan. While addressing the residents of the area, Major General Asghar Nawaz said that NDMA is closely monitoring the relief and compensation disbursement activities and is committed to provide all support to people in distress.

Chairman NDMA Visit to Earthquake Affected Area

13th November 2015:

This is with reference to media reports regarding false claims for compensation in earthquake affected areas.

Chairman NDMA, Major General Asghar Nawaz along with Provincial Disaster Management Authority Team visited earthquake affected areas of Districts Torghar, Dassu, Shangla and Swat respectively in Malakand Division.

During the visit Chairman NDMA was given detailed briefing by Commissioner and Deputy Commissioner of Torgarh, DC Kohistan, Commissioner Malakand Division and GOC/Brig Staff on the relief measures undertaken by the local / district administration in collaboration with all relevant stakeholders to address needs of the affectees.

Chairman NDMA was briefed about the overall relief measures taken including 44,642 tents, 63,721 blankets, 9,794 plastic mats, 1086.03 tons of food packs, 22,000 tarpaulins, bottled water 14 tons, 49 water filtration plants,12 generator sets and 27 tons of medicines.

While briefing on the updates regarding compensation verification process Chairman was informed that KP has provided compensation to 223 dead and 426 injured while to date Punjab has provided compensation to 5 dead, Gilgit Baltistan to 10 dead and 16 injured, FATA to 28 dead and 143 injured. Major General Asghar Nawaz reiterated that compensation claims should be duly verified so that relief is provided to genuine affectees.

In addition following relief measures have also been undertaken by NDMA :-

• So far 98 aerial sorties have been flown.

WARNING REGARDING FALSE CLAIMS FOR COMPENSATION IN EARTHQUAKE AFFECTED AREAS

12th November 2015:

This is with reference to media reports regarding false claims for compensation in earthquake affected areas.

NDMA, last week issued directions to all Disaster Management Authorities including Khyber Pakhtunkhwa, FATA, Gilgit Baltistan, Azad Jammu & Kashmir and the concerned Districted Administrations i.e. Commissioner Malakand Division and Commissioner Hazara Division to ensure that all compensation claims be verified and compensation should reach genuine affectees only.

It is to be noted that false reports / claims for compensation is a crime punishable by imprisonment of 2 years, a fine or both under the National Disaster Management Act of 2010, Chapter X, Para 34.

It is highlighted that compensation process is administered by respective Provincial Governments through the relevant District Administrations while NDMA is monitoring the disbursement process.

Pakistan considers Japan as an important partner in disaster relief efforts : Chairman NDMA.

Islamabad 11 November 2015: “Pakistan considers Japan as an important partner in its disaster management efforts under holistic approach encompassing prevention, mitigation, preparedness besides relief and recovery from natural disasters, also relief help extended by Japan in times of crisis is held in high esteem”, Chairman NDMA Major General Asghar Nawaz said this while meeting the Vice President of Japan International Cooperation Agency (JICA) Mr. Hidetoshi IRIGAKI who called on the Chairman at Islamabad today.

While greatly acknowledging Japan’s continuous technical and financial support also manifested through formulation of 10 years National Disaster Management Plan Chairman NDMA identified important areas for future collaboration in particular, strengthening of Pakistan Metrological Department, risk assessment up to Union Council level through multi hazard vulnerability risk assessment, human resource capacity building, Disaster Management simulation exercises and awareness raising regarding climate change and its impacts. Chairman NDMA stated that Pakistan can learn a lot from Japan’s disaster management experience through knowledge sharing and exchange of experts. Highlighting the importance of advocacy and awareness, Chairman NDMA said that we consider the youth of Pakistan as a frontline force in mitigating the adverse impacts of Climate Change.

Vice President of JICA Mr. Hidetoshi IRIGAKI thanked NDMA for welcoming JICA delegation and offered condolences over the loss of precious human lives during the recent October 2015 earthquake. VP JICA said that importance of Pakistan is manifested by the fact that his first Country of visit after taking charge as VP of JICA is Pakistan. Mr. IRIGAKI assured that JICA will provide experts for human resource capacity building projects in the field of disaster management to buildup and strengthen the capacity of NIDM. He also expressed interest in contributing to the National Fund for Disaster Management which is being established under aegis of Ministry of Finance and Economic Affairs Division.

Mr. IRIGAKI also presented a Certificate of Appreciation and award of recognition on behalf of JICA President to Mr. Ahmed Kamal Member DRR, NDMA in recognition of many years of cooperation with JICA, Japan in the field of disaster management. The selection to present this certificate was made by JICA through a global process involving its offices the world over.

CHINA HANDS OVER RELIEF TO NDMA.

5th November 2015:

 

 

 

 

 

 

As a gesture of solidarity with the Pakistani brethern, the Peoples Republic of China has extended humanitarian relief assistance to the Government of Pakistan to express solidarity and to mitigate sufferings of the earthquake affectees, that struck northern parts of Pakistan on 26 October 2015, mostly affecting areas of Khyber Pakhtunkhwa, Federally Administered Tribal Areas and Gilgit Baltistan which according to preliminary figures received so far caused 277deaths and left 2026 injured.

The relief consignment mainly included tents, blankets and generators for the earthquake affected families.

On behalf of the Government of China Ambassador Sun Weidong handed over relief consignment to Minister of Information and Broadcasting, Senator Parvez Rasheed along with Chairman NDMA, Major General Asghar Nawaz at Benazir International Airport , Islamabad today.

The Chinese Ambassador expressed sorrow over the destruction and loss of lives caused by the earthquake. He also appreciated the Government of Pakistan for ensuring immediate response and provision of timely relief assistance to the earthquake affectees and reiterated the resolve of his government to stand by the people of Pakistan.

Senator Parvez Rasheed thanked the Chinese Ambassador for the support and response from the Chinese Government for the distressed affectees of earthquake. Talking to media he said that Pakistan and China have close and brotherly relations which are time tested and have always stood by each other in times of trial. We have shared our grief and joys. The Chinese people and the Government have once again demonstrated their compassion for the people of Pakistan and their commitment to stand alongside the Pakistani nation at a time when it was struck by a natural calamity.

Chairman NDMA also appreciated the gesture and thanked the Peoples Republic of China for the humanitarian assistance rendered in hour of need.

KP has provided compensation for 206 dead and 261 injured while Punjab has provided compensation for 5 dead, GB has provided compensation for 10 dead and 16 injured. FATA has provided compensation to 22 dead and 25 injured.

The National Disaster Management Authority (NDMA) and the United Nations Children’s Fund (UNICEF) signed a joint work plan here today to promote a child centered disaster risk reduction approach in Pakistan. Chairman NDMA, Major General Asghar Nawaz and the Acting Representative of UNICEF, Cris Munduate signed the document.

Over the past few years Pakistan has faced a number of challenges especially the recurrent disasters from natural hazards and human-induced crises. These disasters have devastating consequences on children and women. For women and children are the most vulnerable in the face of emergencies and have limited capacity in coping with disasters.

The NDMA through the development of the ‘National Policy Guidelines on Vulnerable Groups in Disasters’ and the ‘National Gender and Child Cell (GCC) Framework’ has taken up concrete steps to ensure that the voices of women and children are included in decision-making process and policy formulation at all levels of disaster management.

In line with the South Asian Association for Regional Cooperation (SAARC) Framework on Child-Centered Disaster Risk Reduction (CCDRR) which was endorsed by the member states in September of this year, the NDMA-UNICEF partnership aims to enhance NDMA’s capacity and delivery of services to minimise risks for children and ensure their well-being and protection in disaster preparedness, response and recovery. The work plan focuses on the following areas:

• Promotion of child-centered disaster risk reduction through child-inclusive risk assessment

• Implementation of a Comprehensive School Safety programme

• Encouraging children’s participation through advocacy and communication

• Knowledge management

The NDMA-UNICEF partnership is envisioned for a period of one year in its initial phase with a visualized extension in subsequent years. During the initial phase, UNICEF will support the development of the terms of reference for technical expertise required to assist the NDMA in implementing joint activities; drafting and provision of technical inputsfor training designs; content development and development of guidelines and Standard Operating Procedures (SOPs) to promote and support CCDRR especially in the 39 high risk districts in Pakistan.

Prime Minister along with Chairman NDMA Visit to Earthquake Affected Areas of Dir and Bajaur Agency.

2nd November 2015:

Islamabad 2 November 2015: Following the 26 October earthquake, NDMA in collaboration with all stakeholders, Pakistan Armed Forces and DMAs is ensuring all possible relief assistance to address the needs of the affectees of earthquake As per Pakistan Meteorological Department about 85 aftershocks with magnitude of 2.2-5.3 Richter scale have been recorded. Taking immediate notice of the situation the Prime Minister Muhammad Nawaz Sharif along with Chairman NDMA visited different earthquake affected areas which include Shangla, Peshawar, Chitral, Dassu and Bajaur Agency. Chairman, NDMA Major General Asghar Nawaz along with his field team also visited earthquake areas of Malakand Division and Bajaur Agency from 29-30 October, 2015 to personally monitor on ground relief activities and compensation verification process. Prime Minister along with Chairman NDMA is also visited Dir and Bajaur Agency and distributed compensation cheques among the earthquake affectees.

In addition following measures have so far been undertaken to ensure prompt response and timely relief assistance for the earthquake affectees.

• 5 x helicopters, continue to provide relief assistance

• So far 94 aerial sorties have been flown.

• 3 x relief camps and 27 relief distribution points have been established.

• As per NHA, all National Highways are opened for traffic.

• No major structural damages to health facilities are reported and all health facilities are providing emergency health assistance to people in need.

• Armed forces have provided 4x Medical teams to augment the existing resources.

• Verification process of the earthquake affectees is in progress.

• NDMA teams have already been deployed in Malakand Division to assess the situation on ground and oversee relief operation.

• So far 36,772 tents, 42,828 blankets, 6,494 plastic mats, 779.48 tons of food packs, 14,000 tarpaulins, bottled water 14 tons, 49 water filter plants,116 generator sets and 27 tons of medicines have been sent as part of national relief efforts for the earthquake affectees

• KP has provided compensation for 166 dead and 87 injured while Punjab has provided compensation for 5 dead and 5 injured , GB has provided compensation for 14 dead and 6 injured. FATA has provided compensation to 7 dead and 5 injured.

NDMA RELIEF ASSISTANCE TO AFGHANISTAN KUNDUS CITY.

30th October 2015:

Taking notice of the food shortage faced by the residents of Kunduz, Prime Minister Muhammad Nawaz Sharif has directed the Foreign Office to arrange for transportation of a plane-load of wheat stock to aid the acute food shortage being faced by the returning residents of Afghanistan’s insurgency-stricken province Kunduz.

In pursuance to the directives of the PM, National Disaster Management Authority(NDMA) with active support of Ministry of Foreign Affairs (MOFA) and Pakistan Air Force has dispatched humanitarian relief assistance comprising of 13 tons of Wheat flour via C-130 on 26 October today. The plane was also accompanied by NDMA officials and state media team.

The relief consignment was handed over to Afghan officials at Kabul airport.

This measure is being taken as a goodwill gesture on behalf of the people and the government for the returning residents of Kunduz facing severe food shortage after Taliban retreat.

The Government of Pakistan has reiterated the resolve to provide all possible assistance to help the bereaved families.

NDMA RESPONSE TO EARTHQUAKE

30th October 2015:

Sequel to the earthquake of 26 October which occurred at 1409 hrs, a commendable rescue and relief operation has been conducted with a sizeable relief having sent to the affected areas.

In view of ongoing rescue and relief efforts in response to October 26, 2015 earthquake mostly affecting areas in Khyber Pakhtunkhwa, FATA, Gilgit Baltistan, AJ&K and Punjab, NDMA has extended all possible assistance to all Provinces and FATA.

Chairman NDMA Major General Asghar Nawaz along with a field team visited Malakand Division on 29 October 2015 Bajaur Agency today to monitor relief activities and compensation verification process.

Following Measures have been taken by NDMA to ensure timely response:

• Satellite imageries from SUPARCO and aerial photography/survey from Pakistan Air Force received. Analysis indicate that no wide spread damages have occurred.

• All provinces have been advised to carry out verification of damages/losses in their respective areas which is to be completed by Sunday, 1st November, 2015.

• Payment of compensation to the affectees will commence from Monday, 2nd November and is required to be completed by Thursday, 5th November, 2015.

• NDMA requisitioned helicopter (with KPK Govt.) carried out missions and evacuated 55 persons, and also carried 5000 kg of relief items.

• As per NHA, all National Highways are opened for traffic.

• All telecommunication networks have been restored.

• For awareness purpose, NDMA is timely issuing precautionary SMS Alerts through PTA in the areas of Shangla, Upper Dir, Chitral and Bajaur Agency.

• In order to assess ground situation and ascertain relief efforts, PM along with Chairman NDMA, Chairman NHA and concerned Ministers visited Shangla on 27th October, 2015. Later on 28 October 2015 and has visited Chitral and Peshawar.

28th October 2015:

: In view of ongoing rescue and relief efforts in response to October 26,2015 earthquake mostly affecting areas in Khyber Pakhtunkhwa, FATA, Gilgit Baltistan, AJ&K and Punjab, NDMA has extended all possible assistance to all Provinces and FATA. While over 41 aftershocks with magnitude ranging from 2.5 to 5.3 on Richter scale have been recorded so far. NDMA and all associated departments are mobilizing maximum possible rescue and relief efforts to save precious human lives, ensure minimum loss of assets etc.

In order to assess ground situation and ascertain relief efforts, PM along with Chairman NDMA, Chairman NHA and Ministers visited Shangla on 27th October, 2015 and has visited Chitral and Peshawar today.

NDMA in the presence of Mr. Neil Buhne (UN Resident and Humanitarian Coordinator designate for Pakistan) also held detailed briefing with Heads of UN Organizations from UNDP,UNOCHA, UNHABITAT, WFP, UNICEF, FAO,IOM today. The purpose of the meeting was to apprise NDMAs development partners about national response to earthquake and the ongoing relief efforts and measures being undertaken to ensure timely assistance to all affected areas.

Mr. Neil Buhne (UN Resident and Humanitarian Coordinator designate for Pakistan) expressed solidarity and deep concern with the Government and people of Pakistan. He appreciated efforts of Government and in particular, quick response from NDMA for enhancing national response capacity over the years. All UN organizations extended full support during ground assessments of damages/losses, long term recovery and rehabilitation. He assured that all possible assistance to NDMA if needed, would be extended in support of the earthquake affectees.

In addition, NDMA has also taken following measures:

• All provinces have been advised to carry out detailed survey in the respective earthquake affected areas.

• Aerial assessment/survey with the facilitation of Pakistan Air Force has been carried out and data is being analyzed.

• Satellite imageries of the affected areas are being accessed, obtained through SUPARCO..

Chairman NDMA Accompanied PM to Earthquake Hit Areas.

27th October 2015:

In view of ongoing rescue relief efforts in response to an earthquake that struck parts of Pakistan on 26 October 2015, affecting mostly areas of KP, FATA,GB and Punjab.

NDMA has extended all possible assistance to all Provinces and FATA.

In order to apprise Prime Minister Muhammad Nawaz Sharif on the latest updates Chairman NDMA Major General Asghar Nawaz gave detailed briefing to Prime Minister PM House today. This briefing was attended by Chief of Army Staff, Minister For Information, Chairman NHA and DG ISPR. PM appreciated efforts of all agencies involved in disaster response. He also directed concerned departments to ensure all possible assistance needed in the affected areas.

In order to assess the ground situation Chairman NDMA also accompanied PM, to the earthquake affected areas in Shangla.

NDMA is mobilizing all possible relief and rescue efforts to save the lives of people in the affected areas.

In this regard NDMA has requested and further provided a helicopter to PDMA Khyber Pakhtunkwa for rescue/relief operations. The helicopter has reached KP and has started with rescue operation. So far NDMA has released 2500 blankets, 3250 tents and 3000 floor mats to KP.

• Pakistan Airforce has been requested to carryout aerial photography/survey to analyze the extent of infrastructure damages.

26th October 2015:

An earthquake of 7.7 on Richter scale with epicenter in Hindu Kush struck major parts of Pakistan today.

Taking immediate notice of the situation NDMA has extended all possible assistance to all DMAs including Provincial and State Disaster Management Authorities FDMA and GBDMA. National Emergency Operation Centre of NDMA has also been activated to monitor the situation 24/7. Pakistan Airforce has been requested to carryout aerial photography/survey to analyze the extent of infrastructure damages. SUPARCO has been asked to provide satellite imageries to analyse the extent of damages.

PTA has also been requested to restore the communication networks so that immediate information is sought from the concerned departments. NDMA teams have also been sent to the northern earthquake affected areas of Chitral, Peshawar/Kohat and Kallar Kahar (Punjab areas)to assess damages in the areas. NDMA help line number 111-157-157 and 9205037 have also been activated to record the updates.

All related agencies are on board in addition NDMA USAR teams and all other emergency services have also been put on high alert. Army has started search and rescue operations.

NDMA is gathering information from all possible sources. All P/S/F DMAs have been requested to share information on damages/losses for quickest mobilization for possible rescue/relief assistance. All hospitals have been put on high alert. NDMA in collaboration with Pakistan Army, Pakistan Airforce and all relevant departments are ready to cope with the situation.

NDMA is mobilising all possible relief and rescue efforts to save lives of our people in anticipation and to possible affected and northern areas.

NDMA Takes Measures to Address Heavy Snow in Kaghan-Naran & Northern Areas

25th October 2015:

In view of heavy snow and blocked roads in Naran-Kaghan areas, National Disaster Management Authority in collaboration with Provincial Disaster Management Authority Khyber Pakhtunkhwa and Pakistan Army is closely monitoring the situation to take timely measures.

NDMA is also making arrangements for provision of helicopters to evacuate the stranded people. However, due to hostile weather situation the activity will take place in day light.

NDMA has also requested National Highway Authority for immediate mobilization of heavy machinery to the affected areas to clear the block roads.

NDMA HAS DEVELOPED INTO A WORLD CLASS INSTITUTION: UN

As part of the organisation’s efforts, Director Operations, UN Office for Coordination of Humanitarian Affairs (OCHA) John Ging visited Pakistan and Afghanistan from 2-7 October 2015.

During his visit to Pakistan Mr. John Ging along with Mr. Neil Buhne (UN Resident and Humanitarian Coordinator designate for Pakistan) and his team also paid visit to National Disaster Management Authority (NDMA) at PM Office on 6 October 2015.

It was a very rewarding discourse of both sides in which Chairman NDMA, Major General Asghar Nawaz highlighted the complete perspective of disaster management system in Pakistan, future vision and priorities.

The meeting ended on a very positive note pertinent to which Mr. John Ging on his follow up press conference in New York gave overwhelming appreciation to NDMA Pakistan “as a world class institution over the last decade, incorporating international best practice.”

On his return during a press conference in New York, The UN Office for Coordination of Humanitarian Affairs (OCHA) lauded efforts of Pakistan’s National Disaster Management Authority (NDMA), saying that “The country also disproportionately suffers the impacts of climate change, with 1.6 million people affected by floods this year.” Mr. Ging noted that Pakistan’s National Disaster Management. Agency has developed into a world class institution over the last decade, incorporating international best practice.”

Mr. John Ging called for renewed international commitment to address urgent humanitarian needs and shore up regional peace and stability in Afghanistan and Pakistan, noting that the two countries were on very different humanitarian trajectories.

Mr. Ging also visited Peshawar in northern Pakistan, where 600,000 people displaced by fighting since 2008 have returned to their villages this year. The Government of Pakistan has shown strong leadership in this operation, giving more than $286 million in food and cash to support families returning to areas devastated by conflict. Reflecting on the international responsibility to support Pakistan, John Ging said, “We must acknowledge that Pakistan generously hosts more than 1.5 million refugees – the second largest refugee population of any country on earth.

“In a world where so many crises are on a negative trajectory, Pakistan offers an all too rare example of positive progress,” said Mr. Ging. “Supporting the Government to help people rebuild their lives in areas where fighting has ended is critical to building a stable and prosperous future for the country.”

It is because of NDMA enhanced role in the disaster management that the authority has won the attraction of the prestigious world body, the United Nations and its office for Coordination of Humanitarian Affairs (OCHA). Today, we stand reassured and strengthened after the previous experiences of natural catastrophes of flood, earthquake and landslides to meet any untoward situation.

Conference on National Disaster Management Plan-Implementation Road Map 2016-2030.

National Disaster Management Authority presented National Disaster Management Plan (NDMP) Implementation Road Map 2016-2030 in a Conference with all relevant federal, provincial stakeholders besides UN & development partners at Prime Minister’s Office today.

The objective of the conference was to unveil the future plan for Implementation of NDMP focusing on Multi Hazard Vulnerability Risk Assessments (MHVRA), Community Based Disaster Risk Management (CBDRM), Capacity Building interventions including Emergency Responses Exercises for Government officials and Volunteers, and Public awareness. NDMA also shared in detail Standard Guidelines for execution of above mentioned interventions with view to maintain uniformity in execution and quality assurances at levels of governance.

NDMP a comprehensive disaster management plan, formulated in collaboration with JICA in 2013 based on macro level risk assessment of entire country encompassing extensive consultative process with all stakeholders upto the third tier of governance. The Plan covers entire spectrum of disasters and aims at mitigating human and economic losses caused by frequent natural disasters in Pakistan.

As per monitoring mechanism defined in NDMP, it is the responsibility of NDMA to review, monitor and evaluate projects carried out under the umbrella of the plan with participation of stakeholders.

A substantial investment has been made on non structural interventions by all the stakeholders, in the past with due focus on DRR/ DRM. In this regard the conference undertook comprehensive review of all past interventions and analyzed macro level risk matrix defined in NDMP viz a viz all disasters in last one decade faced by Pakistan.

Based on above study a detailed implementation road map and way forward was presented to the conference participants formulated by NDMA in order to ensure that execution/implementation of interventions by all stakeholders are well in conformity to NDMP.

The Road Map is envisaged to be implemented in a phased manner during 2016-2030 time frame. In Phase I, 39 most Vulnerable districts will be covered in a time span of three years (2016-2018), 55 highly Vulnerable districts will be covered in Phase II (2019-2022) while the remaining 63 districts including Agencies of FATA shall be covered in the final phase Phase-III (2023-2030) respectively

The Plan was well received by all stakeholders during the Conference. Keen interest was shown during the discussion where the participants asked very practical and pertinent questions from NDMA Team led by the Chairman NDMA

This Road Map will pave the way for synchronized implementation of effective disaster management regime on ground based on well in accordance with overall spirit of required and global frameworks to ultimately put the country on road to resilience for disaster management.

Chairman NDMA, Major General Asghar Nawaz H(IM) thanked all participants for their enduring support in the field of disaster management and hoped that integrated efforts will help to achieve targets to regulate and follow a coherent policy towards implementation of NDMP. He especially thanked all the development partners, including the UN for their unflinching support that has brought our National System to a point of standing.

NDMA Signs MoU with Pakistan Engineering Council Regarding Development of Building Code of Pakistan – Fire Safety Provisions

A Memorandum of Understanding (MoU) was signed between National Disaster Management Authority and Pakistan Engineering Council at NDMA office today for the formulation of first ever Fire Safety Provisions (BCP-FSP-Code).

The MoU was signed by Chairman NDMA Major General Asghar Nawaz and new Chairman PEC, Engineer Jawed Salim Qureshi in presence of senior NDMA & PEC officials. The codes will be formulated on fast track basis in eight months and funded through National Disaster Management Fund (NDMF).

The MoU allows PEC to work on development of Fire & Safety Codes in consultation with all relevant National & Provincial experts and stakeholders and shall prepare final draft by May 2016 for approval / vetting by Law Division. The end state desired by NDMA is a strict enforcement of these codes, violation of which should be a criminal offence.

Chairman PEC also thanked NDMA for taking this initiative which is a step towards building resilient capacities for disaster management.

As per known statistics in last five years total 69447 fire incidents of building/industrial fires cost 598 human lives besides huge economic loss worth Rs. 45269.1million. This initiative of NDMA is foreseen as a major step to alleviate the concerns with respect to loss of lives as a result of fire incidents.

NDMA OBSERVED NATIONAL DISASTER AWARENESS DAY

8th October 2015:

Government of Pakistan notified 8 October as National Disaster Awareness Day to grant rightful importance. This was done on the recommendation of NDMA and considered as a reflection of Government’s resolve towards a Disaster Resilient Pakistan.

In this regard, National Disaster Management Authority is commemorating the National Disaster Awareness Day on 8 October 2015 in collaboration with all Provincial/Regional Disaster Management Authorities across the Country.

The morning of 8 October started with the visit of Chairman NDMA to Muzzafarabad for a ceremony organised by Government of AJ&K, commemorating 8 October.

The objective of observing this Day is to create awareness amongst the masses for better preparedness against disasters. The Day is also dedicated to the fond memories of those families, parents and children who fell victim to natural/manmade catastrophe.

Commemorating this Day, NDMA organised a flag march of emergency response units of CDA’s Search and Rescue Teams today. An informal and somber Candle Vigil Ceremony was also held at Fatima Jinnah F-9 Park Islamabad where one minute silence was observed in memory of the victims of past disasters.

The Spokesperson to Prime Minister, Mr. Masadik Malik graced the Event as a Chief Guest. The event was attended by Chairman NDMA along with NDMA officials, representatives from the UN community & diplomats, Senior Government Officials, general public, school children and Girls Guides/Boys Scouts.

On the occasion Mr. Pervaiz Rashid appreciated NDMA for organizing the event and expressed deep condolence with the bereaved families of the disaster victims and also urged that for a resilient and safer Pakistan better awareness amongst the masses is of paramount importance.

The Ceremony concluded with prayers for the departed souls of disaster victims and safety of Pakistan.

NDMA Organised Fourth Regional Technical Group Meeting Disaster Management CBM HOA, ISTANBUL PROCESS :

Pakistan, as a co-lead with Kazakhstan hosted the 4th Regional Technical Group Meeting on Disaster Management Confidence Building Measures under Heart of Asia (HOA), Istanbul process, at Serena Hotel, Islamabad today. The Meeting was organised by NDMA in collaboration with UNDP, Pakistan.

Mr. Sartaj Aziz, Advisor to PM on National Security and Foreign Affairs graced the Inaugural Session occasion as a Chief Guest. The participants of the Meeting included technical focal persons from “Heart of Asia” participating states i.e., Afghanistan, China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan and Turkey. Representatives from supporting countries including Sweden, Denmark, France, Japan, Norway, UK and the USA besides delegates from International and Regional organizations including United Nations, The World Bank, EU, UNESCAP, ADB, ADPC also attended the Meeting.

The Istanbul Conference for Afghanistan on the subject of “Security and Cooperation in the Heart of Asia”, held on 2nd November, 2011 adopted a Declaration (also called the Istanbul Process Document) and enlisted 43 Confidence Building Measures (CBMs) for implementation by Heart of Asia Countries. Subsequently, the Heart of Asia Ministerial Conference at Kabul on 14th June 2012 short listed seven CBMs for implementation including CBM on Disaster Management. Pakistan and Kazakhstan are the co-lead for disaster management CBMs.

Pakistan has actively pursued the process of CBMs. It includes formulation of Draft Implementation Plan, Activity Plan for DM-CBM, organisation of Ist & 3rd , RTG meetings in Pakistan (September 2012, May 2014), high level visit of Afghan NDMA Delegation during January 2014, International Conference on Regional Hazard & Risk Picture in May 2014, organization of training program with the support of Japanese Government on disaster risk management for 24 Afghan officials, in February 2015 at National Institute of Disaster Management and initiation of work on draft MOU with Afghanistan on Disaster Management.

Chairman NDMA, Major General Asghar Nawaz welcomed the participants and reiterated Pakistan’s commitment to carry forward the CBM process in a proactive manner.

Chief Guest, Mr. Sartaj Aziz commended NDMA for its efforts and appreciated the participants for the progress made under the HOA, Istanbul process. He opined that DM-CBM under HoA will further facilitate the member countries to strengthen their disaster management system as well as to share and learn from each other’s experiences in the disaster management for a meaningful response against effects of Global Climate Change.

The Meeting included presentations on Review of HoA, DM-CBM process by Mr Ahmed Kamal, Member (DRR), NDMA, ‘Impact of Climate Change on HoA Region’, by Dr Muhammad Hanif, Director Pakistan Meteorological Department, ‘Regional Hazard & Risk Picture of HoA Countries’ by Mr. Marc Andre’ Franche, Country Director, UNDP Pakistan and ‘HoA Regional Road Map for DRR/DRM’ by Mr. Shane Wright, Executive Director, Asian Disaster Preparedness Center (ADPC), Bangkok, Thailand.

The Fourth Regional Technical Group Meeting (RTG-4) was organised today with the main purpose to underscore the need of developing a regional, long term, step by step approach for disaster risk management and to provide a platform to all member countries to make deliberations and approve Road Map for HOA DM-CBM to strive for measures to prevent and manage the effects of natural disasters for further successful trans-border cooperation. The Meeting reviewed the progress achieved so far under Disaster Management – CBMs and Road Map for HoA. Based on the consolidated inputs from all HoA countries the Road Map of HoA (DM-CBM) was finalized setting the DRR Priorities for next 12 months.

Pakistan’s lead role in pursuance of 4th RTG Meeting was very well received by all stakeholders. The recommendations of the Meeting will provide a very useful input for the Ministerial Conference of HOA member countries scheduled to be held in Pakistan in December this Year.

NDMA Provides Tents for Displaced Effected Population by Indian Army Firing Islamabad .

Islamabad, 24th August 2015:

NDMA has released 200 tents and 200 blankets out of its reserve stocks to State Disaster Management Authority (SDMA ) AJK to meet the emergent demand of lodging the 120 affected families of Nakyal and Goi sector who have been displaced due to the unprovoked and continuous firing of Indian Army at LOC.

The relief camp for displaced families will be established at Kotli district by SDMA AJK

NDMA Requisitioned Helis Evacuated 725 persons in Chitral Islamabad .

Islamabad, 18th August 2015:

Following the flash floods in Chitral, the Government of KPK and NDMA with active and forthcoming support of Pakistan Army are carrying relief activities in the area.

On the request of Govt. of KPK, NDMA requisitioned two helicopters from Anti Narcotics Force to carryout relief activities in far flung and isolated areas of Chitral.

These helicopters have carried out commendable relief operations in Chitral. Till to date they have flown 59 sorties and transported 45000 kg of food items and evacuated 725 persons from various locations. These helicopters continue with their operation to alleviate the sufferings of the affectees.

Three Days Training Course on “DRM for School” teachers in Islamabad

Islamabad ,10th – 12th August 2015:

Large number of schools and training institutions were destroyed and damaged after Pakistan’s 2005 earthquake, leaving thousands dead and injured. The floods of 2010 also destroyed over 10,000 schools, causing damages worth Rs. 26,464 million. Most of the school buildings and educational institutions do not comply with the hazard resistance designs, construction and have no preparedness and response plans, which are the major causes of loss and damages in wake of disaster. In this context, National Disaster Management Authority (NDMA) is making an endeavor to build the capacity of school teachers and management through series of training courses planned by National Institute of Disaster Management (NIDM).

In order to educate the Punjab Education Foundation (PEF) officials and school teachers, NIDM organized a three days training course on “DRM for School” from 10th to 12th August, 2015 at Islamabad. The objective of training course was to acquaint the participants with basic understanding of disaster risk management and formulation of school safety and evacuation plan to minimize the losses in case of any disaster. The training course was attended by 31 individuals, representing different schools and PEF’s management.

The training module consisted of lectures, group exercises, interactive discussion and practical work. The training concluded with the certificates to the participants on the final day of the training course.

Chairman NDMA along with DG FWO visits Chitral Islamabad :

5th August 2015:

Flash floods wreck road network in district Chitral as big portions of all major roads to and from Chitral have been swept away. Besides provision of relief assistance the activities in district Chitral have been expedited with special focus on rebuilding and repair of damaged roads, bridges, irrigation channels and water supply schemes.

The continued GLOF events and monsoon rains have badly affected road conditions in district Chitral. Road closures have affected the Mastuj subdivision, Garam Chashma and the Kalash Valley which is causing problem in smooth transportation as well as provision of relief assistance for the general public.

On the directions of the Prime Minister and in coordination with Army, services of Frontier Works Organisation (FWO) were immediately provided to Khyber Pakhtunkwa Government to ensure speedy and immediate repairs of road infrastructure. FWO immediately started work in support of provincial C&W department and moved its heavy machinery in the affected areas to facilitate opening of closed road links for quickest possible relief movement.

In order to oversee the efforts to reopen and maintain road communication network in Chitral, Chairman NDMA Major General Asghar Nawaz along with DG FWO visited Chitral today. The officials undertook detailed aerial reconnaissance of the areas where repair & restoration work is under progress and examined the pace of repair activity.

Chairman NDMA has also requested National Highway Authority (NHA) to hand over Bailey bridges to FWO for utilization at various sites in district Chitral. NDMA is collaborating with all relevant departments to ensure restoration of routine life.

NDMA Requisitioned Helis to Supplement Relief efforts in Chitral.

Islamabad , 4th August2015:

In response to ongoing emergency situation in district Chitral, Khyber Pakhtunkwa (KP) owing to continued GLOF events and monsoon rains causing damages to public & private infrastructure and property besides loss of precious human lives. NDMA is extending all possible assistance to ensure provision of relief included shelters and ration for the flood affectees.

In order to speed up and supplement relief efforts in district Chitral, NDMA on request of PDMA KP has requisitioned two Helicopters from a Government Agency.

These Helicopters will be directed for relief operation through NDMA to reach out to far flung and inaccessible areas where difficulties are being faced in delivering relief assistance due to road conditions and landslides. These Helis will continue with the relief operations till the situation improves.

Chairman NDMA Visit to Sukkur Barrage

Islamabad , 2nd  and 3rd August 2015:

In wake of recent flood situation River Indus at Chashma is High while at Guddu and Sukkur Barrages it is at very High flood level. This situation is expected to continue during next seven days. In order to assess the situation on ground, Chairman NDMA, Major General Asghar Nawaz visited Sukkur today to assess and oversee the measures undertaken by the local administration to offset the probable affect of floods.

In this regard a high level meeting was also held with Chief Minister Sindh which was attended by Chief Secretary Sindh, Senior Member Board of Revenue, Chairman NDMA and DG PDMA Sindh. The meeting reviewed current flood situation, state of river flows and measures undertaken to ensure timely relief assistance in case of any unlikely situation. CM Sindh expressed satisfaction over the preparatory measures being undertaken by all relevant departments to ensure safety of life and property.

In view of high flood peaks moving downstream to River Indus, Chairman NDMA also undertook visit to Sukkur Barrage to monitor very high flood levels at Guddu & Sukkur Barrages. Present on the occasion Chief Engineer Sukkur briefed Chairman NDMA about the maintenance of river inflows & outflows and its management accordingly, vulnerable points to current flood situation and measures undertaken to cope with any unlikely circumstances. During the briefing, Commissioner Sukkur also briefed about the population affected, camp management for the affected population and ongoing flood relief activities. The briefing was followed by media interaction at Sukkur Barrage where Chairman NDMA briefed them on the necessary steps regarding rescue & relief operation and coordination mechanism in place with all relevant DMAs and departments to ensure safety of life and property. He also assured that all possible assistance will be given to the PDMA. The briefing was also attended by DG PDMA Sindh, Incharge Camp Office, Chief Engineer Sukkur & Chief Engineer Guddu Barrages, officials from Sindh Irrigation Department along with representatives of local civil and military officials. The visit was followed by aerial reconnaissance of vulnerable points at Larkana, Khairpur, Kashmore and NowsheroFeroze on 3 August 2015.

In order to assess the current prevailing situation Prime Minister, Mian Muhammad Nawaz Sharif is also visiting Sukkur tomorrow to personally monitor and oversee the ongoing rescue & relief activities. The PM will be briefed by Chairman NDMA and PDMAs about the latest activities in this regard.

NDMA Attends Cabinet Committee Meeting on Flood Situation at PDMA Punjab and Meeting With Chief Secretary Punjab

Lahore ,1st August2015:

According to latest Meteorological & Hydrological conditions observed by Flood Forecasting Division Lahore, River Indus at GUDDU is likely experience very High flood discharge ranging between 720,000 cusecs to 790,000 cusecs during the next 24 hours whereas at SUKKUR is also likely to attain High to very High flood discharge ranging between 600,000 cusecs to 720,000 cusecs during the same period. High flood level will remain continue further during the following seven days.

In view of the prevailing flood situation evacuations from the vulnerable areas is continuing through the provincial and district administration and with the support of Pakistan Army and Navy to avoid any loss of life. NDMA with the assistance of PTA is constantly issuing SMS alerts at the community level for them to take preventive and life saving measures. NDMA teams have already been deployed in flood hit areas of Punjab and Sindh to monitor the latest flood situation, to undertake initial ground assessment and further coordination with NDMA Head Office. NDMA is also coordinating rescue & relief activities with all DMAs and is in constant contact with all relevant departments for maximum response and relief. Besides NDMA in coordination with NHA is making efforts towards restoration of road links in Chitral damaged as a result of repeated GLOF and rain events. Contractors all along vulnerable points have been mobilized with machinery to cater for the on-going emergency.

In order to review latest flood situation and on-going response and relief measures across Punjab a high level Cabinet Committee meeting chaired by the Provincial Minister for Home & Chairman Cabinet Committee on Flood Col. R. Shuja Khanzada, was held at Lahore today. The meeting was attended by Chairman NDMA Major General Asghar Nawaz, DG PDMA Punjab and reps of provincial line departments. The meeting discussed prevailing flood situation, need of additional measures to further raise the level of preparedness to meet emergent situation besides relief efforts presently being undertaken. PDMA Punjab has also initiated helpline service 1129, a life saving rescue operation, that is efficiently responding to all evacuation requests from the people to rescue them from the vulnerable areas. The Minister appreciated NDMA for mounting round-the-clock response side-by-side the PDMA and continued coordination with all relevant department and concerned authorities all over the province.

Further Chairman NDMA along with DG PDMA Punjab also attended meeting with Chief Secretary Punjab on the current flood situation. Chairman NDMA apprised Chief Secretary Punjab of ongoing rescue & relief activities, coordination with all relevant disaster management authorities & departments and measures being undertaken to cope with any emergent situation. The Chief Secretary appreciated the selfless efforts being made and desired continued and more consolidated response in wake of further developing situation on ground.

NDMA TEAMS DEPLOYED IN FLOOD AFFECTED AREAS.

Islamabad ,31st July 2015:

Another high flood discharge peak is currently being experienced at Taunsa Barrage on River Indus. The same is now heading towards Guddu and Sukkur Barrages, already experiencing high flood levels.

In wake of the current flood situation, NDMA has already deployed teams in the flood affected areas of Chitral since 27 July. In order to monitor the flood situation in the Central and Southern portion of the country and to effectively coordinate relief efforts jointly with the Provincial and Military Authorities, NDMA’s teams have also been deployed in vulnerable and flood hit areas of Southern Punjab, Sindh besides in Gilgit Baltistan for assessment of on ground emergency situation.

The teams will move along Guddu-Sukkur and Sukkur-Kotri reach of River Indus to monitor the ongoing relief efforts including coordination with local civil administration and authorities concerned for better and more enhanced response and relief management. These teams will be regularly sharing relevant field data with NDMA Head Office for necessary strategic guidance and additional support, if needed. NEOC at NDMA is constantly monitoring the situation including the weather updates and river flows in close coordination and on round the clock basis with Pakistan Metrological Department (PMD), Federal Flood Commission (FFC) and Pak Commission for Indus Waters (PCIW). In this regard NDMA has been regularly issuing advisories to all concerned in collaboration with PMD to take precautionary measures to avoid any loss. NDMA is also maintaining active liaison with relevant federal and provincial agencies to supplement their efforts for effective flood management.

The entire situation including the weather updates and river flows is being closely monitored, round the clock. Since the onset of Monsoon Season 2015, NDMA in collaboration with relevant PDMAs has been issuing SMS Alerts to identified areas through respective provinces based on weather outlook and river flow situation received through PMD. Close coordination is also being kept with PDMAs Punjab, Sindh including Gilgit Baltistan disaster management authority. So Far, SMS Alerts have been issued to approximately 27 million people in Punjab, Sindh and AJ&K with the assistance of PTA and cellular companies.

Under relief assistance so far, NDMA has transported 15 Tons of Ration, one ton of mineral water bottles, hundred thousand aqua tabs (Water Purification Tablets) through two C130 aircrafts of PAF. Besides that NDMA has transported 2800 Tents to GB and 2,000 Tents to AJ& K along with 24 tons of ration for Chitral, KP and GB as well as 1500 tarpaulin shelters and 2000 blankets to AJ&K for further distribution among affectees as and when needed.

NDMA Regularly Issuing SMS Alerts for Community Awareness

Islamabad ,29th July 2015:

NDMA in collaboration with Pakistan Telecommunications Authority (PTA) and all Cellular Mobile Operators (CMOs) has launched initiative to facilitate Early Warning System that would utilize GSM Cellular technology for dissemination of early warnings by ensuring institutionalization of a message alert system for the community awareness, public service messaging and early warnings in the disaster hit/prone areas for swift communication and timely preemptive measures in case of any any disaster like situation.

Since the onset of Monsoon Season 2015 NDMA in collaboration with relevant PDMAs has been issuing SMS Alerts to identified areas by respective provinces based on weather outlook and river flow situation received through PMD.

So Far, SMS Alerts have been issued to almost 25 million people in Punjab, Sindh and AJ&K with the assistance of PTA and cellular companies.

NDMA’S EFFORTS IN ONGOING MONSOON FLOOD ACTIVITIES

Islamabad , 29th July 2015:

1. Khyber Pakhtunkhwa (Chitral)

a. NDMA transported 15 Tons of Ration, one ton of mineral water bottles, hundred thousand aqua tab (Water Purification Tablets) through two C130 aircrafts of PAF.

b. 80 stranded persons / touristswere also evacuated by NDMA with the help ofPAF.

c. Bridge on Dir Chitral Road N45, kept open with the assistance of NHA from the first day.

d. MD, Utility Stores Corporation was assisted in his move toChitral on specific direction of Prime Minister and also for further coordination with Army authorities.

(1) 5 Mobile Utility Stores outlets have been established for affectees (with avg sale of 1 lac to 1.50 tons daily).

(2) 40 Permanent Utility Stores have been established.

(3) 20 tons of Commodities have been transported to Mastong, Bhoni from Gilgit.

e. On directions of Prime Minister, in coordination with Army, services of FWO have been provided to KP Government for speedy repair of road infrastructure. f. NDMA has facilitated and coordinated visit of state media to Chitral to cover the relief efforts being undertaken. g. NDMA in coordination with Pakistan Army is assisting Radio Pakistan in installation of Radio towers in Chitral.

2. Gilgit Baltistan. 2800 Tents alongwith 1000 food packs (9 kg each)of NDMA have been transported to Gilgit Baltistan and have placedat the disposal of Deputy Commissioners.

3. AJ&K. NDMA has provided 2000 tents, 2000 blankets and 1500 tarpaulin shelters to AJ&K.

4. Remaining Country

a. NDMA is in close contact with all PDMAs.

b. Monitoring the situation proactively.

c. NDMA’s emergency stocks at Rawalpindi, Pirpai (Peshawar), Lahore, Muzafargarh, Karachi, Hyderabad, Kashmor and Quetta are placed on emergency alert to be released on short notice to any PDMA.

d. SMS alerts regarding heavy rain warning through coordination with PTA and Cellular Companies sent to overapprox25million people in Sindh, Punjab, and AJ&K.

e. National Health Emergency Preparedness Network (NHEPRN) has been directed to augment its medical response capacities in the affected areas.

f. NDMA is sharing simulated imageries with Provinces for early warning.

g. NDMA is keeping Media updated through regular press releases, interviews and press conferences.

Signing Ceremony of the Letter of Agreement between National Disaster Management Authority (NDMA) and United Nations Entity for Gender Equality and the Empowerment of Women (UN Women)To Strengthen Gender and Child Cells

Pakistan continues to be confronted by a series of regional and localized challenges of different natures compounded by recurrent natural disasters (such as floods, earthquakes and droughts, cyclones and landslides etc.). These disasters have devastating consequences, including also widening of the ‘gender’ gaps between women and men.

Women and other vulnerable groups often have fewer resources to protect themselves and, with children, they frequently make up the majority of displaced persons. Women are better placed and envisaged to be responsive in these situations. However, their exclusion limits their access to opportunities to recover and rebuild communities. NDMA through the development of the “National Policy Guidelines on Vulnerable Groups in Disasters” and the “National GCC Framework” has taken up concrete steps to ensure that the voices of women and children, and other vulnerable persons are included in decision-making processes and policy formulation at all levels of disaster management.

Signing Ceremony of the Letter of Agreement between National Disaster Management Authority (NDMA) and United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) took place in NDMA on 27 July, 2105. Maj. Gen. Asghar Nawaz Chairman NDMA and Mr. Jamshed Kazi, Country Representative, UN Women signed the LOA.

Through this LOA joint initiatives of GCC- NDMA and UN Women will focus on NDMP aligned:

i. Institutional strengthening of GCC to devise its implementation strategy from the main planning and policy documents of NDMA;

ii. Strengthening Pakistan’s “multi-hazard approach” for the prevention and response to natural and human made disasters from a gender perspective;

iii. Ensuring initiatives are responsive to local conditions and requirements and focus on disaster preparedness, disaster management and response; and

iv. Establishing a database to understand the gender dynamics (and impact) in disaster-struck communities for effective disaster preparedness, planning, response and management.

NDMA Efforts in Ongoing Monsoon Flood Activities

1. Chitral
a. 10 Mobile Utility Stores outlets established for affectees which have been distributing commodities among the affected population.
b. FWO has already started work in support of C&W department and has moved it’s heavy machinery in the area.
c. On directions of Prime Minister, in coordination with Army, services of FWO have been provided to KP Government for speedy repair of road infrastructure.

2. Gilgit Baltistan

a. Out of 2800 NDMA Tents placed with district administration, 243 tents have been so far distributed among the affectees.

b. NDMA tents have already been transported in different districts of GB.

c. NDMA is dispatching additional 300 tents to build necessary stocks of Gilgit Baltistan.

d. 1000 food packs being made available for affected population through Utility outlets with the assistance of PDMA Gilgit Baltistan.

3. Remaining Country

a. NDMA issued alert advisories to all agencies and PDMAs about possible high flood conditions in River Indus and heavy rains in different parts of the Country based on the weekly alerts of FFD.

b. NDMA rescue boats provided to PDMA Sindh and PDMA Punjab during last flood season have been made available in the present Situation.

c. Based on request of PDMA Sindh, PDMA Punjab and SDMA AJK SMS Alerts for heavy rain have been issued through PTA.

25th July 2015:

1. Chitral

a. 15 Ton Ration
b. One Ton Mineral Water bottles
c. One Million Aqua tab (Water Purification Tablets)

e. 80 Persons / tourists evacuated on C130.
f. Bridge on Dir Chitral Road N45, kept open with the assistance of NHA from the first day.
g. MD, Utility Stores Corporation is present in Chitral on specific direction of Prime Minister.

(1) Rs. 500 million announced by the Prime Minister for rehabilitation of infrastructure.

(2) Writing off all agriculture loans of affected areas.

(3) Compensation of Rs. 500,000 for each destroyed house.

(4) Prime Minister announced upgradation of Chakdara-Chitral Motorway with Rs. 27 billion budget.

(5) Announced completion of Loari Tunnel by end of 2016.

2. Gilgit Baltistan. 2800 Tents alongwith 1000 blankets of NDMA have been placed at the disposal of GBDMA and have already been transported in different districts and which are now at the disposal of Deputy Commissioners. 3. 3.Remaining Country

a. NDMA is in close contact with all PDMAs.

b. Monitoring the situation proactively.

c. So far, no demand of relief assistance received from any Province.

d. NDMA’s emergency stocks at Rawalpindi, Pirpai (Peshawar), Lahore, Muzafargarh, Karachi, Hyderabad, Kashmor and Quetta are placed on emergency alert to be released on short notice to any PDMA.

e. SMS alerts regarding heavy rain warning through coordination with PTA and Cellular Companies sent to over 10 million people in entire Sindh.

f. National Health Emergency Preparedness Network (NHEPRN) has been directed to augment its medical response capacities in the affected areas.

Chitral Situation

21st July 2015:

On 16 July 2015, District Chitral was hit by a flash flood which led to significant damage to road network,  irrigation and water channels. Three valleys in Upper Chitral have also been cut off.
The incident was responded in a timely fashion by the joint efforts of District and Provincial Authorities with the support of Pakistan Army and NDMA. On NDMA’s request, the  damaged bridge at Broze on N 45 was temporarily restored for light traffic the same day by NHA. All available machineries and manpower was also deployed for temporary        opening of suspended traffic to restore communication. Despite being a public holiday, NDMA was able to mobilize and assist PDMA KP by sending food packs of 40 kgs each for 500 families. PDMA has also authorized Deputy Commissioner to utilize the relief fund for relief activities on immediate basis.
Besides ensuring provision of immediate relief to the affected  population the Provincial and District Administrations are also taking steps to restore water supply to Chitral Town while temporary arrangement of water supply through water tankers has been made. Irrigation Department has been tasked to immediately start channelization and clearance of debris from Drosh Gol, Kalkatak Gol and Chukidam. Chief Municipal Officer has been tasked for proper arrangement for drinking water supply from Golen Gol water supply line and start work on Anghar Ghon WSU on emergent basis. District Administration has started restoration of cut off sites. While, Revenue staff has been deputed to the sites for detailed assessments and verification of damages. Funds have also been provided to restore the private channel of Shishi Drosh Chitral on emergency basis. PDMA team members have reached Chitral to assist District Administration for detailed damaged assessment and to submit a report to the provincial government for allocation of resources.  District Administration Chitral is collecting data for payment of compensation.
NDMA plans to send two C 130 aircrafts with food packs to Chitral by 22 July 2015. C&W Department  & Public Health Engineering are being persued for deployment of heavy machinery for the rehabilitation & restoration of the damaged roads & washed away bridges.
NDMA is constantly monitoring the situation round the clock in coordination with  PDMA KP, Pakistan Army and all other relevant stakeholders to ensure timely relief and a well coordinated response.

NDMA Holds National Monsoon Preparedness Coordination Conference

Islamabad ,30thJune 2015:

National Disaster Management Authority (NDMA) organized a one day Coordination Conference at PM Office Auditorium on 30 June 2015 to review the state of preparedness for Monsoon Season-2015.

This Conference was the culmination of high level provincial/regional consultative process initiated in April 2015 by NDMA at all provinces, AJ&K, GB and FATA to formulate National Monsoon Contingency Response Directive based on the inputs of all key stakeholders.

The National Conference was attended by representatives from Federal, Provincial & Regional authorities (DMAs), Armed forces, Pakistan Metrological Department (PMD), Federal Flood Commission(FFC), SUPARCO, Rescue 1122, UN organizations, NHN, PHF, Boy Scouts/Girl guides of Pakistan and all relevant provincial & federal departments.

The Conference started with opening remarks by Chairman NDMA, Major General Asghar Nawaz. During the Conference, while presenting Monsoon Outlook 2015 PMD indicated that “slightly below average rainfall Monsoon” is predicted for 2015, in which major thrust will be from last week of July to end of August. Higher intensity rains are expected in KP, Northern Punjab, low rainfall is expected in Southern parts of the Country mainly Sindh & Balochistan while drought hit areas of Sindh and Balochistan may have very less rains. Prevalence of strong westerly system in Afghanistan/ KP is forecasted and chances of an erratic monsoon vis a vis climate change have also not been ruled out.The low rainfall in drought hit areas may aggravate drought situation.

NDMA presented salient of National Monsoon Contingency Response Directive-2015 which is based on experiences of past floods, conclusion of climate and visualization of well conceived contingency scenarios. Total four contingency scenarios have been visualized and the Most Likely Scenario is visualized as “Normal Monsoon in the Country”. It was highlighted that preparations be made for a normal Monsoon and adequate safeguards must be taken for even adverse scenarios to put forth an effective response.

Rehabilitation and Coordination Points were emphasized including role of all Disaster Management Organizations, Federal Provincial Departments and Humanitarian Organizations. Emphasis was also laid on looking after needs of vulnerable groups, aged, disabled, elderly and women.

Comprehensive Response Guidelines about Preparedness, Early Warning, Rescue, Relief, Brief presentations by various federal government departments, UN and other humanitarian organizations alongside an exclusive coordination discourse marked the proceedings.

Chairman NDMA, in his concluding remarks emphasized that in view of resource constraint environment the challenge is enormous but through better preparedness and efficient coordination it can be well managed.

NDMA Takes Measures To Counter Heat Wave In Sindh

Islamabad,23rdJune 2015:

NDMA Takes Measures To Counter Heat Wave In Sindh In view of the recent wave in Karachi which has led to unfortunate deaths, taking notice of the situation Prime Minister, Muhammad Nawaz Sharif has directed NDMA for taking response measures on priority basis. NDMA immediately contacted PDMA Sindh and National Health Emergency Preparedness Response Network (NHEPRN) to undertake necessary response measures for establishment of heat stroke centres at all government and private hospitals including basic health units (BHUs) and to arrange all necessary emergency medicines for heat stroke victims as well as coordination with emergency services like Edhi, Chhippa and Rescue 1122 etc. for timely transportation of the affected persons. NDMA has also directed PDMA Sindh to activate emergency helpline to address the needs of the affected people on priority basis and to start awareness campaign for the population to adopt preventive measures. Chairman NDMA, also spoke to Corps Commander Karachi to render assistance in given regard. The Corps Commander informed that Army and Rangers have already been proactively pursuing the establishment of heat stroke centres for general population since last two days in entire provincial cantonments/Rangers established. It was further assured that Army will render all possible assistance and services as and when required by NDMA and PDMA Sindh.

NDMA is actively pursuing establishment of Heat Stroke centres all over the Provinces especially Karachi through PDMA Sindh and Provincial Health Department. NDMA is also in touch with Army for establishment of Heat Stroke Centres in Sindh. NDMA in collaboration with Nestle Pakistan is also sending 77 thousand tons of water amounting to over 51 thousand water bottles for heat stroke centres in Karachi.

NDMA is constantly monitoring the situation in coordination with PDMA Sindh and is ready to facilitate the Provincial authority in given circumstances.

Three Days Training Course on “Industrial Hazard Mitigation

Islamabad ,9th 11th June 2015:

In continuation to government’s policy, National Disaster Management Authority (NDMA) is making an endeavor to build the capacity of government official through series of training courses planned by National Institute of Disaster Management (NIDM).

A three days’ training course on “Industrial Hazard Mitigation” was organized by the NIDM, at Islamabad from 9th to 11th June, 2015. The purpose of the training was to provide industrial disaster risk management knowledge and develop skills of government officers and civil society members, who have key responsibilities to handle the industrial disasters. The training course was attended by 25 individuals from various departments/organizations.

Resource persons from the government and development sector, having sound background experience in the field were invited to impart training. The agenda included an exposure visit to industry by participants. Biafo Industries Ltd. was visited to witness physically the disaster risk reduction measures under taken to achieve desired standards of safety.

The training concluded with the certificates to the participants on the final day of the training session.

NDMA Coordinates Efforts Towards Prevailing Cyclonic Conditions Over Sindh-Makran Coast

Islamabad ,8th June 2015:

As per Pakistan Meteorological Department, cyclonic conditions have developed with deep depression over east-central Arabian Sea. The meteorological conditions are being constantly monitored by PMD which indicate that the system has intensified further into a Tropical Cyclone (01A) and presently centered at around Lat 18.0N and Long 67.5E which is about 750 km South of Karachi. This Tropical Cyclone is anticipated to move North-north-westward in next 24 hrs. In view of this the sea conditions from Monday 8 June to Friday 12 June along Sindh-Makran coast are likely to remain rough and very rough associated with strong storm winds.

Under the influence of this system Rain/Thundershowers are expected in Karachi, Hyderabad, Mirpurkhas, Tharparker, Thatta, Badin and Sujawal districts of lower Sindh in next 24-48 hrs and after 36 hrs in South Balochistan.

In wake of PMD’s Weather Advisory, NDMA has already issued necessary instructions to all about the expected cyclone and for taking all necessary pre-emptive measures under respective jurisdictions to avoid any loss of lives and damage to public as well as private property.

NDMA in coordination with PDMA Sindh, Balochistan and other relevant agencies is ensuring all precautionary measures including, issuance of early warnings on regular basis to the Fishermen for them not to venture in open sea till Friday 12 June. NDMA has also advised the civil/local administration to ensure that people should refrain from swimming in the sea & issue regular forecasts and warnings to people, ships, ports etc. removal of advertisement hoarding or making arrangements to secure the same. NDMA has also advised relevant District Disaster Management Authorities to proactively engage with the locals for implementation of precautionary measures in the respective areas and has also directed to place all Rescue agencies on high alert in the areas likely to be impacted for prompt response in case of any eventuality.

NDMA through activation of its National Emergency Operation Centre (NEOC) is constantly monitoring the situation well in coordination with all concerned departments including in particular PMD Islamabad headquarter and its Tsunami Warning Centre at Karachi, PDMA Sindh, PDMA Balochistan, DDMAs of districts vulnerable to the Cyclone, Pakistan Army and Navy to ensure that all necessary precautionary measures remain are intact to avoid any loss of life besides damage to public as well as private property. NDMA’s NEOC shall remain in operation on round the clock basis till the time the situation subsides.

NDMA Commences 2015 Pre Monsoon Preparations 6th Pre Monsoon Preparedness and Contingency Planning Meeting Held at Quetta (Balochistan)

Islamabad ,3rd June 2015:

NDMA is holding consultative meetings in all provincial/regional and state DMAs to review the pre-monsoon preparations.

In this regard meetings have already been held at FDMA, PDMA KP, Punjab, Sindh and SDMA Muzaffarbad. As a sequel to these meetings, another high level consultative meeting was held today at Chief Secretary Balochistan Office.

The meeting was chaired by Chief Secretary Balochistan and attended by DG PDMA, Member Operations NDMA and Commissioners, Secretaries of relevant departments.

The House was briefed by DG PDMA Balochistan on the overall preparations being made to mitigate the effects of forthcoming monsoon.

Chief Secretary appreciated efforts of all stakeholders and directed to improve early warning mechanism for dissemination of information to communities. He also stressed on the need of a well coordinated logistics buildup, and timely pre-positioning of logistics stocks to meet any eventuality during the monsoon season.

Member Operations thanked the participants for their valuable input and emphasized on close coordination amongst federal and provincial departments for effective response towards any untoward situation. He assured that all possible support of NDMA will be rendered to PDMA Balochistan.

PMD Briefs NDMA on 2015-Monsoon Season

Islamabad ,29th May 2015:

NDMA organized an important consultation with senior representatives from Pakistan Metrological Department headed by Chief Meteorologist Dr Ghulam Rasul to have a deliberate insight into impending Monsoon Season.

The Meeting was chaired by Chairman NDMA, Major General Asghar Nawaz and was also attended by Dr Muhammad Hanif (Director PMD), Member (DRR), Member (Operations) besides Director (Response), NDMA.

Dr Ghulam Rasul briefed the Meeting on the overall existing weather situation and prevailing seasonal weather forecast for the Country. Insights obtained and utilized in the Seasonal Weather Forecast using various regional products.

The Meeting was informed that present estimates of Monsoon rains in Pakistan predict Normal rains in Northern areas, KP, upper Punjab below normal in Sindh and Balochistan with strong likelihood of few sporadic flash flood events in KP, GB and Punjab. Indications of likely heavy falls over the catchment area of river Kabul are also anticipated.

Based on present Met situation and analysis, the 2015 monsoon is anticipated to be somewhat weaker than normal. However precise situation shall emerge around mid June 2015 when PMD will issue its revised monsoon forecast.

Dr Ghulam Rasul also explained that glacier melt rate will be higher in Gilgit Baltistan that will demand careful operation of Tarbela Dam.

He also warned that drought may be another challenge in Sindh and Balochistan as rains are expected to remain much less than normal which may further aggravate the existing drought conditions in Thar and Cholistan.

The PMD team asserted that the prevailing weather patterns are constantly changing and weather outlook may transform over the next months and development of any extreme situation like Year 2014 can not be ruled out however, enough warning time may be available to forecast such happenings.

Dr Ghulam Rasul also highlighted the value addition in PMD’s forecast can be achieved by utilizing selected products of European Centre For Medium Range Weather Forecasting (ECMWF), if arrangement are made for their procurement by NDMA which was readily agreed.

Chairman NDMA desired to share monthly update reports with NDMA to ensure accuracy for timely decision making and precautionary measures which will further assist to sensitize the provinces to take necessary measures. He also directed to maintain active liaison with FFD to ensure qualitative and quantitative analysis of water management at reservoirs besides FFD to also issue weekly forecasts for river catchment areas.

PAKISTAN’S RELIEF ASSISTANCE TO NEPAL.

In continuation to Nepal earthquake relief efforts from the government of Pakistan, another one C-130 sortie was sent today carrying 2920 Tarpaulin.

A total 19xC-130 sorties carrying relief assistance have successfully been handed over to Nepalese government for the earthquake affectees.

The total relief dispatched so far includes 2531 Tents, 3 ton Food Packs (13 kg/ 29 kg each),1000 NDMA Blankets and additional 12.5 tons of Medicines, 15 Community Shelter, 20000 Tarpaulin Shelters, 20 ton Rice, 0.5 tons Lentil , 500 kgs ( 3024 litres) Water and 3000 MREs.

The USAR Team having successfully cleared 5 sites, has already returned on 5 May, while the field hospital after carrying out a successful tour of duty(treated 2700 patients and 32 operations conducted) has also returned on 18th May 2015 from Nepal.

National Assembly Standing Committee Meeting on Kashmir and Gilgit Baltistan

Islamabad ,27th May 2015:

In response to Flood 2014, NDMA conducted Recovery Needs Assessment(RNA) in Punjab and AJ&K during October 2014.

In order to evaluate progress on rehabilitation measures taken in the aftermath of flood 2014 in AJ&K, the 10th National Assembly Standing Committee Meeting on Kashmir and Gilgit Baltistan was held on 27th May 2015 in National Assembly, Islamabad.

The meeting was chaired by Malik Ibrar Ahmed, MNA and attended by Members of the Standing Committee, Chairman NDMA, Major General Asghar Nawaz along with senior NDMA officials and representatives from Ministry of Kashmir Affairs & Gilgit Baltistan.

NDMA gave detailed briefing on the outcomes of ‘Recovery Needs Assessment’ jointly conducted by NDMA, AJ&K Government and UNDP in 10 flood affected districts of AJ&K (including Bagh, Bhimber, Hattian Bala, Haveli, Kotli, Mirpur, Muzafarabad, Neelum, Poonch and Sudhnoti).

Chairman NDMA informed that RNA report identified recovery cost in housing, crops, livelihood, livestock, community physical infrastructure sectors as well as of DRR capacity building as Rs/-2.84 billion in flood affected districts of AJK.

Chairman NDMA also informed the Committee that Rs 56 Million were disbursed through Government of AJ&K to next of kin of 56 persons, who lost their lives due to flood 2014.Furthermore, NDMA provided 3,000 tents, 3,000 blankets and 1500 plastic mats to the flood affectees of AJ&K.

The Meeting ended with vote of thanks to and from the Chair.

NDMA Commences 2015 Pre Monsoon Preparations Fifth Pre Monsoon Preparedness and Contingency Planning Meeting Held at Muzffarabad (AJ&K)

NDMA is in the process of consultation with all provincial/regional and state DMAs for pre-monsoon preparationsto evaluate monsoon hazards in respective provinces, strategic deployment of available resources, requirements as well as challenges posed to respective districts.

In this regard detailed consultative meetings have since been held for KP and FATA at Peshawar, Punjab at Lahore and for Sindh at Karachi respectively. As a sequel to these meetings the fifth high level consultative meeting was held today with State Disaster Management Authority (SDMA) AJ&K at.

The meeting was chaired by Mr. Abid Ali Chief Secretary AJ&K and also attended by Chairman NDMA, Major General Asghar Nawaz along with Commissioners and Secretaries of relevant departments, Chief Engineers etc.

The House was briefed by Mr. Muhammad Akram Sohail DG SDMA on the preventive measure ensured in the pre monsoon contingency plan, state of preparedness of all relevant departments besides the requirement of tents.

Chairman NDMA appreciated the efforts of SDMA in putting in place the preparatory measures based on lessons learnt from past experiences and ground situation. Chairman desired to involve NHA, FWO and Army in the contingency planning exercise to ensure availability of other transportation means. He also suggested allocation of appropriate locations for placement creation of more warehouses for SDMA to preposition rescue and relief stocks and also emphasized identification of appropriate sites for relief camps to cope with any land sliding situation during monsoon season. He also advised to explore opportunities for enhanced early warning system for dissemination of information through SMS alerts for timely sensitizing the people about any likely situation. Chairman assured all possible support of NDMA to meet any unforeseen situation.

The Chief Secretary also endorsed suggestions of Chairman NDMA and also directed Commissioners and Director Generals to hold monthly meetings to monitor progress. He also instructed SDMA to weekly apprise him on all updates regarding ongoing preparations and action plan being undertaken.

These meetings are aimed to analyze preparations and determines roles & responsibilities of each stakeholder for them to be ready to cope with any unforeseen situation and ensure timely response to safe life and property. These consultative outcomes will lead to final preparation of National Monsoon Contingency Plan by NDMA which will be shared with all relevant stakeholders to ensure well coordinated network and immediate response during upcoming monsoon season.

Senior Officials Meeting on HOA

Islamabad ,25th May 2015:

The Istanbul Conference for Afghanistan: Security and Cooperation in the Heart of Asia, held on 2nd November, 2011 adopted a declaration also called the Istanbul Process document, for capacity building and stability of Asia region.

The Heart of Asia Countries, consist of Afghanistan, Azerbaijan, China, India, Iran, Kazakhstan, the Kyrgyz Republic, Pakistan, the Russian Federation, Saudi Arabia, Tajikistan, Turkey, Turkmenistan, The UAE and Uzbekistan.

The Heart of Asia Ministerial Conference was held at Kabul on 14th June 2012 that decided to short list seven (7) CBMs for implementation in the first phase. Among those seven Pakistan has a lead role in Disaster Management-CBM (DM-CBM), along with Kazakhstan. The other countries who have joined this CBM are Afghanistan, China, India, Iran, Kyrgyzstan and Turkey, while Supporting Countries include Denmark, France, Japan, Norway, UK, USA, European Union and later on Norway and Poland have also evinced interest in supporting implementation of DM-CBM. The Supporting Organisations for DM-CBM are WFP, UNDP, UNISDR, UNOCHA, World Bank, EU, NATO & ADPC.

In this regard a Senior Officials Meeting was held at Ministry of Foreign Affairs today. The purpose was to apprise on the progress regarding implementation of CBMs. The meeting was attended by representatives from Pakistan, Kazakistan.

National Disaster Management Authority (NDMA) was represented by Member Disaster Risk Reduction, Mr. Ahmed Kamal at the meeting. The House was apprised on the activities undertaken by Pakistan and progress achieved so far under Disaster Management CBM.

Mr. Kamal also briefed on issues and challenges including Funding constraints for implementation of Activity Plan, Need of macro / micro level risk info of HoA region, Frequent disasters in the region diverting focus on DRR, Impact of climate change over the region, Deficient weather forecasting capabilities & inadequate early warning sharing & dissemination system, Need of establishment of Center of Excellence for disaster management training, research and development and Capacity building and awareness raising among communities on DRM.

Nepal Relief Assistance

Islamabad ,24th May 2015:

In continuation to Nepal earthquake relief efforts from the government of Pakistan, another two C-130 sortie were sent today carrying Tents120, Rice 13 ton and Tarpaulin 2000.

A total 17xC-130 sorties carrying relief assistance have successfully been handed over to Nepalese government for the earthquake affectees.

The total relief dispatched so far includes 2531 Tents, 3 ton Food Packs (13 kg/ 29 kg each),1000 NDMA Blankets and additional 12.5 tons of Medicines, 15 Community Shelter, 14925 Tarpaulin Shelters, 20 ton Rice, 0.5 tons Lentil , 500 kgs ( 3024 litres) Water and 3000 MREs.

The USAR Team having successfully cleared 5 sites, has already returned on 5 May, while the field hospital after carrying out a successful tour of duty(treated 2700 patients and 32 operations conducted) has also returned on 18th May 2015 from Nepal.

In continuation to Nepal earthquake relief efforts from the government of Pakistan, another C-130 sortie were sent today carrying 362 tents.

A total 15xC-130 sorties carrying relief assistance have successfully been handed over to Nepalese government for the earthquake affectees.

The total relief dispatched so far includes 2411 Tents, 3 ton Food Packs (13 kg/ 29 kg each),1000 NDMA Blankets and additional 12.5 tons of Medicines, 15 Community Shelter, 12925 Tarpaulin Shelters, 7 ton Rice, 0.5 tons Lentil , 500 kgs ( 3024 litres) Water and 3000 MREs.

NDMA has dispatched further two C-130 aircrafts today to Nepal carrying humanitarian relief assistance as part of ongoing relief operation for the Nepal earthquake affectees.The consignment comprised of 3175 Tarpaulin Shelters, 200 Tents and 5 tons of Rice.

The total relief dispatched so far includes 2049 Tents, 3 ton Food Packs(13 kg/ 29 kg each),1000 NDMA Blankets and additional 12.5 tons of Medicines, 15 Community Shelter, 12925 Tarpaulin Shelters, 7 ton Rice, 0.5 tons Lentil , 500 kgs ( 3024 litres) Water and 3000 MREs sent via 14xC-130 aircrafts.

NDMA Commences 2015 Pre Monsoon Preparations Fourth Pre Monsoon Preparedness and Contingency Planning Meeting Held at Karachi (Sindh)

In continuation to pre monsoon preparedness meetings held for KP and FATA at Peshawar and for Punjab at Lahore respectively, the fourth high level meeting for Sindh was held at Karachi today.

The meeting was chaired by Chief Secretary Sindh Mr. Muhammad Siddique Memon while Chairman NDMA Major General Asghar Nawaz also attended the briefing.

The participants of the meeting included senior NDMA officials, representatives of all key provincial stakeholders including (Secretaries, Commissioners as well as key departments/line agencies) besides representatives of PDMA Sindh, PMD, Armed Forces, Navy and USAR teams etc.

DG PDMA Sindh gave detailed presentation on the various contours of provincial contingency plan, details of vulnerable districts that fall in the threat of riverine flooding as well as flash and urban flooding during the monsoon season. He emphasized upon the irrigation department to ensure effective measures for quick response time in case of any flood like situation. The DG also apprised NDMA team on the level of PDMA Sindh preparations based on lessons learnt from previous floods across the country especially in Sindh province to cope with any rain/flood situation during monsoon season.

Chief Secretary Sindh expressed satisfaction on the overall precautionary and preparatory measures being so far undertaken by all concern departments but cautioned all concerned to be on their full alert. He also directed all commissioners and secretaries of relevant departments present, to ensure timely completion of tasks and make possible their implementation at the district level.

Chairman NDMA appreciated the efforts and also stressed the need for strong and efficient early warning system in place, timely prepositioning of required rescue and relief stocks at the district level. He also mentioned that the capacity and capability of water purification plants available with NDMA may be tested by the provincial authority and it can be provided to PDMA Sindh if and when needed. He also desired enhanced coordination mechanism among federal and provincial authorities for timely response and quick actions in case of any eventuality during monsoon 2015.

Chairman NDMA also met the Urban Search & Rescue Team (USAR) at Karachi and also inspected their equipment. He was given detailed briefing on the roles & responsibilities of the USAR team. Chairman appreciated the team for its state of readiness despite limited human and financial resources.

NDMA Commences 2015 Pre Monsoon Preparations.Third Pre Monsoon Preparedness and Contingency Planning Meeting Held at Lahore (Punjab).

NDMA is holding consultative meetings in collaboration with all the provincial/ regional departments to review pre-monsoon preparedness and contingency planning by respective provinces/regions for upcoming monsoon season.

In this regard, the third high level meeting was convened in Lahore (Punjab) at Civil Secretariat today.

The meeting was chaired by Chief Secretary Punjab Mr. Khizar Hayat Gondal while Chairman NDMA Major General Asghar Nawaz also attended the briefing. The participants of the meeting included senior NDMA officials and representatives of all key provincial stakeholders including (Secretaries, Commissioners as well as key departments/line agencies) besides representatives of Flood Forecasting Division (FFD) Lahore, WAPDA, NHA, Pakistan Railway and PCIW etc.

DG PDMA Punjab, Mr. Jawad Akram briefed the House about the state of preparedness of various related provincial departments for monsoon 2015. The meeting was followed by updates by each department regarding its preparations and measures planned and undertaken to cope with any rain/flood eventuality during the monsoon season.

The meeting also discussed pre monsoon contingency planning carried out by PDMA Punjab including identified grey areas, remedial measures taken, status of flood fighting plans, stockpiling of reserve stone by the Irrigation Department for any unforeseen situation as a consequence of embankment breach etc besides arrangement to ensure safety of life, property & infrastructure during the monsoon season.

The Chief Secretary while appreciating the efforts of each department emphasized the need to expand and improve the early warning system for timely dissemination of relevant information to all concerned. He also stressed the need to ensure strategic deployment of boats and selection of camp sites for quick response.

Chairman NDMA while acknowledging the overall preparedness efforts stressed the necessity of further strengthening the early warning capacities of PMD including the fault free operation of Lahore, Mangla and Sialkot Weather Radars during the monsoon season. Preposition of relief stocks by PMD and related DDMAs utilizing the Humanitarian Response Facility (HRF) that has recently been completed under NDMA-WFP cooperation and handed over to PDMA Punjab.

Such meetings are a prelude to National Conference on Monsoon Preparedness and Contingency Planning that will be organized by NDMA to incorporate inputs from all relevant DMAs including Federal Agencies as well concerned agencies of UN and INGOs to formulate the Annual Contingency Plan of NDMA for effectively combating the Monsoon Season-2015.

Relief Assiatance for Nepal Earthquake Affectees

NDMA Pakistan continues with the relief efforts for Nepal Earthquake Affectees. Today two more C 130 flights were sent to Nepal, thus bringing the total number of flights to 12.

The total relief provided till to date is:-
1849 Tents, 9750 Tarpaulin Shelters, 15 Community Shelter , 1000 Blankets, 12.5 tons Medicines, 2 Tons Rice, 500 kgs ( 3024 litres) Water, 3 tons Food Packs, 3000 MREs, 0.5 tons Lentils

In addition to above the most potent component of Pakistan’s rescue / relief effort has been the 30 bed field hospital with doctors, paramedics and technicians and 38 man USAR team. The USAR team after successful completion of it’s task has already returned while the hospital is returning today.

 

Continued Relief Efforts for Nepal Earthquake Affectees

NDMA is continuously pursuing the relief efforts to ensure timely assistance to the earthquake affectees of Nepal.

Another C-130 carrying relief consignment was sent today. The humanitarian assistance comprised of 1500 Tarpaulin/Shelters, 180 Tents and 400 kg of Medicines. NDMA in coordination with MOFA and PAF has already dispatched ten C-130 relief Flights including the present one.

NDMA Commences 2015 Pre Monsoon Preparations NDMA Attends Consultative Meeting on Pre Monsoon Preparedness and Contingency Planning at Peshawar.

Before the onset of Monsoon Season, National Disaster Management Authority (NDMA) as part of its annual monsoon preparedness undertakes National Monsoon Contingency Planning in coordination with all Provincial Disaster Management Authorities (PDMAs) besides State Disaster Management Authority (SDMA), AJ&K, Gilgit Baltistan DMA and FATA DMA to better cope with any unforeseen/likely situation through joint efforts.

In this regard high level preparedness review meetings at provincial/regional level co-chaired by NDMA and respective province/Region have since commenced to analyze present preparations for monsoon-2015, identify gaps and measures undertaken based on past experiences. This shall facilitate further refinement of respective provincial contingency plans that shall be finally culminated in the form of National Monsoon Contingency Plan for 2015.

Two consultative meetings were held today in this context with PDMA Khyber Pakhtunkhwa (KP) and FATA-DMA. DG PDMA KP and DG FDMA in the presence of Secretary Rehabilitation, Recovery and Settlement KP, Additional Chief Secretary FATA and representatives of all key provincial departments/line agencies briefed NDMA team headed by Chairman NDMA, Major General Asghar Nawaz during these meetings, held at Civil Secretariat and FATA Secretariat Peshawar respectively, about the state of monsoon preparedness of various related departments of KP and FATA.

The meetings included detailed presentations on the pre monsoon contingency planning, steps taken to combat 2015-monsoon, containing review of state of preparedness for upcoming flood season 2015, progress on restoration of 2014 flood damage infrastructure. Initiatives/measures undertaken to avoid any unforeseen situation and to ensure safety of life, property & infrastructure during monsoon season were also presented.

Chairman NDMA emphasized the urgent need of addressing the identified gaps and improving further the early warning systems, timely stockpiling of required relief items, completion of ongoing flood protection schemes and operation and maintenance of vulnerable and weak irrigation and flood protection structures.

Chairman NDMA while appreciating the proactive approach of PDMA KP and FATA DMA towards monsoon preparedness strongly highlighted the need of well defined roles and responsibilities of relevant departments, to ensure smooth and better coordination and timely actions in case of any eventuality during monsoon 2015.

Chairman NDMA Visits Nepal

In pursuance of the directives of the Prime Minister of Pakistan, NDMA continues with its relief operations for Nepal earthquake affectees.

On 8th May 2015, another relief flight was sent to Nepal with 3000 tarpaulin shelters and 15 large community shelters.

This plane was also accompanied by Chairman NDMA, Major General Asghar Nawaz along with NDMA officials. The Chairman NDMA visited the earthquake affected areas of Nepal to further assess the ground situation and also to identify further relief needs of the calamity hit communities.

During the visit, the Chairman NDMA also met the Nepalese Chief of Army Staff and Foreign Minister and assured them of Government of Pakistan’s unflinching and continued generous support to bring the affected people to some state of relief.

So far, nine C-130 relief Flights including the present two have been operated and the relief carried included Army Field Hospital of 30 beds (50 member with doctors, paramedics and technicians), 38 Men army USAR team with state of art equipment ( team has returned after successfully completing their assigned task) , medicines and 3,000 packs of Meals Ready to Eat (MREs) for different communities / stranded tourists, 1,565 tents, 15 Community Shelter, 3000 tarpaulin shelters, 3 ton of food packs, 1 ton rice, 3000 Meals Ready to Eat and 12 tons of medicines (sent with the hospital and also regularly in ensuing flights).

PAKISTAN’S RELIEF ASSISTANCE TO NEPAL

NDMA dispatched further two C-130 aircrafts today as part of sustained relief operation to Nepal earthquake affectees.

The humanitarian assistance comprised of 700 tents and 400 kg of medicines. NDMA is making all possible efforts to ensure immediate transportation of shelter to address the much needed support and assistance for the affectees of Nepal Earthquake.

So far, eight C-130 relief Flights have been operated. These included Army Field Hospital of 30 beds with field doctors and paramedics, 38 Men army USAR team with necessary equipment, medicines and 3,000 packs of Meals Ready to Eat (MREs) for different communities / stranded tourists, 1,550 tents, 215 standardized Food Packs (contents included Rice, Milk Powder, Biscuits, Sugar, Ghee/Oil, Lintel, Tea Bags, Matches, Salt etc) and 1,000 blankets.

NATIONAL FIRE FIGHTERS’ DAY Message by Major General Asghar Nawaz, Chairman National Disaster Management Authority

The Government of Pakistan (GoP) is striving to improve the disaster management system in the country and taking various measures to introduce initiatives to alleviate the sufferings of the disaster affectees. One of such initiative proposed in line with the approved National DRR Policy is Development of a National Disaster Risk Insurance Framework with the aim to provide disaster insurance to the poorer and the vulnerable and promote their resilience by increasing their response preparedness so that they quickly recover from the damage caused by natural disasters.
