11th Meeting of NDMA & UN Strategic Coordination Forum (SCF) held to Review Disaster Management 

11th meeting of the Strategic Coordination Forum for Disaster Management (SCF – DM established in 2016) was held in Islamabad. Meeting was co-chaired by the Chairman NDMA Lt Gen Akhtar Nawaz HI (M) and Mr. Julien Harneis, UN Resident Coordinator. The aim of the meeting was to strengthen coordination among the UN agencies, Disaster management authorities and partner organizations with focus on various initiatives for Disaster Management. 

Speaking on the occasion, Chairman NDMA stressed on the need for developing risk understanding, preparedness and coordination amongst all disaster management stakeholders to mitigate and respond to disasters. The Chairman further informed the forum that NDMA is implementing various initiatives to strengthen disaster management system in country including revision/updating of National Disaster Management Plan, strengthening coordination mechanism among all stakeholders, and implementing various projects to mitigate the impacts of urban flooding and increase resilience.

  On the occasion Mr. Julien Harneis, UN Resident Coordinator in Pakistan reiterated the usefulness of the forum. He appreciated the Governments’ performance in handling COVID-19 Pandemic. He further mentioned that the varying effects of climate change on societies and the challenges accruing from the likely water crisis in Pakistan was a significant risk and could pose significant challenges in future. He appreciated NDMA’s plan to hold a national level simulation exercise to streamline procedures and strengthen coordination amongst various stakeholders. 

On the occasion representatives of different departments also shared departmental updates and perspectives for enhancing coordination and better preparedness. The meeting was attended by the DGs of Provincial Disaster Management Authorities, GBDMA, SDMA, Pak Met Department, the Ministry of National Health Services, Regulation and Coordination, CEO National Disaster Risk Management Fund (NDRMF) and Executive Director Global Change Impact Studies Centre (GCISC), besides senior officials of NDMA and Country Directors and representatives of UN agencies.

 اسلام آباد میں آفات سے نمٹنے کے حوالے سے اقوام متحدہ کے سٹریٹیجک کوآرڈینیشن فورم کی گیارہویں میٹنگ منعقد ہوئی۔میٹنگ کی مشترکہ صدارت چیئرمین این ڈی ایم اے لیفٹیننٹ جنرل اختر نواز ہلال امتیاز (ملٹری)اور اقوام متحدہ کے ریذیڈنٹ کوآرڈینیٹر مسٹر جولین ہارنیس نے کی۔ میٹنگ کا مقصد آفات سے نمٹنے کے لیے ڈیزاسٹر مینجمنٹ اتھارٹیز اور اقوام متحدہ کی ایجنسیوں کے علاوہ تمام متعلقہ اداروں کے مابین باہمی تعاون کو مزید موئثربنانا تھا۔ 

میٹنگ کے شرکاء سے اظہار خیال کرتے ہوئے، چیئرمین این ڈی ایم اے نے آفات کے خطرات کے حوالے سے آگاہی اور تیاری کے لیے تمام متعلقہ اداروں کے مابین باہمی تعاون کی اہمیت پر زور دیتے ہوئے کہا کہ این ڈی ایم اے ملک میں ڈیزاسٹر مینجمنٹ سسٹم کو مضبوط بنانے کے لیے مختلف اقدامات پر عمل درآمد کر رہا ہے بشمول نیشنل ڈیزاسٹر مینجمنٹ پلان پر نظرثانی/اپ ڈیٹ کرنا، تمام معاون اداروں کے مابین ہم آہنگی کو مزید مضبوط بنانا، اور سیلاب کے خطرات کو کم کرنے کے لیے مختلف منصوبوں کو نافذ العمل کرنا۔

اس موقع پرپاکستان کے لیے اقوام متحدہ کے ریذیڈنٹ کوآرڈینیٹر جولین ہارنیس نے میٹنگ کے مقصد کو واضح کرتے ہوئے کرونا وبا سے نمٹنے کے لیے حکومت پاکستان کی جانب سے اٹھائے گئے اقدامات کی تعریف کی۔ انہوں نے مزید کہا کہ دنیا میں موسمیاتی تبدیلی کے نہایت منفی اثرات مرتب ہو رہے ہیں اور پاکستان کو پانی کے بحران کے حوالے سے مسائل کابھی سامنا ہے جو مستقبل میں مزید شدت اختیار کر سکتے ہیں۔ انہوں نے این ڈی ایم اے کی جانب سے تمام متعلقہ اداروں کے مابین مفاہمتی دائرہ کار کو بڑھانے کے لیے قومی سطح پرتجویز کردہ فرضی مشقوں کے انعقاد کے پلان کو سراہا۔

میٹنگ میں شریک متعدد محکموں کے نمائندگان نے اپنے اقدامات کے حوالے سے آگاہ کرتے ہوئے آفات سے نمٹنے کے لیے تیاری کو یقینی بنانے میں اداروں کے مابین معاونت کی اہمیت کو ضروری قراردیا۔ میٹنگ میں صوبائی ڈیزاسٹر مینجمنٹ اتھارٹیز کے ڈائریکٹر جنرل، جی بی ڈی ایم اے، ایس ڈی ایم اے، محکمہ موسمیات پاکستان، وزارت صحت،چیف ایگزیکٹوآفیسر این ڈی آر ایم ایف، ایگزیکٹو ڈائریکٹر گلوبل چینج امپیکٹ سٹیڈیز سینٹر (جی سی آئی ایس سی)، این ڈی ایم اے کے سینئر حکام اور اقوام متحدہ کی ایجنسیوں کے نمائندگان وکنٹری ڈائریکٹرزنے شرکت کی۔
